ASSIGNING THE FUNCTIONS

Human capital remains the key factor of success for all aeronautical and aviation companies.

At every level and throughout the whole chain, from design offices and manufacturers, airport operators and air navigation service providers, aircraft maintenance workshops and all personnel responsible for their operations on the ground and in flight, within air operators and their subcontractors, training schools and civil aviation supervisory authorities, all have to assume some part of responsibility in the aviation safety and service quality level.

In addition to regulatory requirements related to licensing and qualifications, competence and workforce management has a determining influence on the overall performance of companies or administrations and it is an essential responsibility for each accountable manager to be able to define his / her policy and the relevant Competence Management System, in relation to strategy, organizational culture and forecasts for change. In order to meet safety and quality management requirements, the competence management system must integrate, from the outset, a systematic experience feedback, or Lessons Learnt, in a Learning Enterprise approach, which can then be extended to include the entire organisation.

Having been involved in the successive amendments and introduction of new regulations since 1980 on the training, licensing and qualifications of civil aviation technical personnel, notably within the European Union and with the system of regulations FAA, we assist the Civil Aviation Authorities, in different regions of the world, in accordance with ICAO requirements :

  • Regulations updating for Licensing, Qualifications, approval of Training Organisations and Simulation Devices
  • Organisation of the system for theoretical examinations and practical tests
  • Development of training programmes for inspectors, distance and on-site regulations training, safety and quality management system and audit techniques
  • Train the trainer, instructor and examiner programme.

In parallel, we support airlines, airport operators, airline companies, maintenance workshops and air navigation service providers, in the assessment of their needs and in the development of their training programs and manuals, aiming at their approval by their supervision authority. If necessary, we intervene in the evaluation of simulation methods and tools.

Finally, we support the development and certification of pilot schools and other training organizations.
