Civil aviation is subject, at world level, to an extensive set of administrative, economic and technical regulations aiming at the establishment of the international framework for the exercise of sovereignty by each State in their missions of administrative control and safety oversight.
Each State must thus transcribe all ICAO standards and recommended practices into its national regulatory system, or notify any difference, and maintain a continuous monitoring system to ensure compliance to the international requirements at any time.
On their side, operators and service providers have to demonstrate compliance to any applicable regulation through the various certification and approval processes, including also a continuous compliance monitoring system, relatively to their national rules and to the regulations issued by other States where they perform any activity, when these requirements would be more constraining.
